Isn't he injured as well? Also I don't know if Ramos rates him either.

Prior to his hip injury in the fall, Ramos called Cunningham into every single U20 camp. Both Stabaek and Molde said no and denied his release

Walker Zimmerman will likely start with Brooks at the U-20 World Cup.
Zimmerman is probably going to be the #2 or #3 pick in the MLS draft this year.

Zimmerman is good. So is O'Neill. There are options with Cunningham, Okwuono, and Torre as well. My guess it's going to be either Zimmerman and O'Neill as the starters in qualifying or Zimmerman and Cunningham if Molde releases Cunningham for the Qualifying tournament. Anyways the U-20's should have more than enough offensive firepower to score loads of goals in qualifying. But hey we said that about the U-23's as well, and look what happened with that.
I think it will come down to if Tab Ramos is more flexible in formations and tactics versus how unflexible Porter was with the U-23's.

At this point, you aren't going to have anyone in qualifying who hasn't played regularly with the U20s. That would probably rule Cunningham out.
If the US team qualifies for the World Cup, Ramos will bring in some new faces before the World Cup (Brooks and others)

Ramos recently stated that there is around 30 to 40 players in his player pool that will be available for the Qualifying tournament.
The players he selects for training in Mexico will probably be the players he selects for the qualifying tournament.
Here is my 23 man roster:
