At the current exchange rate, this is a $2m/yr offer. With the EPL teams interested, I'm not sure that Portland has too much of a chance of actually landing him. That being said, he'll be 32 in August. As such, I can't imagine that the EPL teams mentioned will be willing/able to match that sort of dough.
Frankie Lamps was also confirmed this morning to be leaving Chelsea and is in Miami right now with the England squad...get on it Becks!

As have I, but now that the Villa signing is a done deal, they may be cooling their heels a bit on another big name/money signing. I'm willing to bet we're going to see at least a few of the young Man City guys get loaned.

I still think Lampard will be going to NYCFC. Think about how genius this is of Man City. They can sign up to three older guys for NYCFC and "loan them" to Man City for Sept/Oct through Feb. This way they can play in the group stages of UCL and some league cup games/bottom tier EPL guys to gkeep their studs rested. Then once you hit UCL kockout stages the schedule lightens up and they aren't 1st choice guys anyways. It also lets them get around FPP as they can sign them as much as they want in MLS as a DP and then load them cheaply to Man City. Its a genius move.

Villa will not be loaned to Man City. Kreis and the rest of the NYCFC brass have stated as such.

Not sure where you saw that. So is Villa going to sit around after the world cup for 6 months? That doesn't seem like a great idea.

There are multiple reports all over the net stating this.
"We put a training plan to keep David fit and ready to compete," Director of Football Claudio Reyna said. "The most important thing is he is ready for 2015 and we know he will be for New York City FC. He will be playing some games, but we can't reveal where this will be.
"We can say he won't be playing for Manchester City."

Not a great idea, but maybe he expects MLS to be such a dip in quality that he feels comfortable taking an extended vacation...
I think you're right, he's not going to be sitting around, but I'm not sure about a loan move...I somewhat expect him to go around schilling for NYCFC to other good players on various training stints to try and get that third DP slot (if Lamps does make the move) filled with a younger guy with just as much quality.
